Overclock results on Gigabyte 770 GTX are less than expected, odd numbers

I am currently using MSI afterburner for my overclocking and running the unigen Heaven 4.0 benchmark to test my results. From stock clock speeds to what I've found to be my safe, maximum overclock have only yielded about a 2 FPS increase (1%)...

Oddly Afterburner shows the card is only using 75-80% of its TDP, GPU usage is at 99% most of the benchmark, however. Is my voltage a limiter in this scenario? Also is a core clock overclock of plus 35mhz on this card strangely low? Temps stay consistent at 65C.

Any help, links, advice, etc are greatly appreciated!

System Specs:
AMD FX 8320 @4.2Ghz
Gigabyte 770 GTX 2GB
Asus M5A99X Mobo
16GB 1600Mhz ram
Antec 620 watt PSU
Windows 8.1

What are your full system specs? If your overclocking your gpu and only gaining 2fps then I would guess that you have a cpu bottleneck.

I updated the first post with my system specs so they may be seen right away.

The CPU is most likely not a bottleneck. Afterburner shows the per core usage during Heaven reaching around 50% maximum. It is an 8 core chip and the benchmark seems to only support using four of the cores at one time. It spreads the usage around, again though, the average overall use appears less than 50% or so. Temps for the Processor don't climb above 40C. 60C+ being full chip usage. (used prime95 and CPUmonitor to find this out) ((also leads to a cooler problem I have for another thread..))
