Screen flickers with horizontal lines?

Hello! Another question OTL.

In games my screen flickers with horizontal lines moving up and down the screen. They are grey.

Note : This is ONLY in games. Unless I tab out of the games, sometimes it's on my desktop too. It tends to get worse when I move my mouse.

Usually turning v-sync on helps it a little bit, but for games like Battlefield 4, it doesn't do anything. Turning on vysnc in catalyst CC doesn't do anything either.

Is this a graphic driver problem or my monitor? My monitor never had this problem on my old computer.

My gpu graphics are up to date, same with my monitor.

Specs :
CPU : i4770k
GPU : r9 280x Sapphire Dual X
RAM : 8gb Corsair Vengence
PSU : Corsair 850W Gold
Monitor : Acer P236H 23" LED Widescreen
Mouse : Razer Hex

Monitor cables : One white one connecting with a blue one (I don't know the names of them sorry.)

What I've tried so far :
- Updated gpu drivers to latest
- Updated monitor drivers/controller
- Flashed motherboard with vbios for gpu. (It helped some people, unfortunately, not for me.)
- Reconnected the cables
- Moved monitor power to the outlet. (Instead of the multiple outlet socket/power surger)
- PSU is connected to the multiple outlet if that means anything. The cord says something about 300V.


So, anything I can do to fix this? GPU drivers the problem or my monitor?
 
Solution
Port is just where you can plug in the video cable to the monitor, like an hdmi port. The problem could've been that you were using an adapter (dvi to VGA). Dvi is better than VGA so use dvi instead. Glad you were able to fix it!

Um, I think I'm using a white DVI cable to connect to my GPU. Then using a VGA cable to connect my monitor to the DVI.

Excuse me for the dumbness, orz. What's a port?

Also I'm curious why this would be a problem but not with my other gpu which both used the vga/dvi.

I think I found a solution. My mother found the DVI-DVI cable that came with the monitor. I hooked it up and started tf2 without v-sync and I don't see any lines hovering!

Hopefully when I try out bf4 or tera lately those will be gone too. =)
