Why can't my R9 280 X toxic play games maxed?

Hi everyone, I have my new gpu the R9 280X toxic by sapphire, I took it because everyone on the internet where saying, if you get that graphics card, you can play everything maxed out and the videos on youtube confirmed that. 70 fps average at BF4 maxed out. but why can't I have those framerates? i get like 20 fps in every game. even in world of tanks! when i take a look at my gpu usage, it is between the 20 and 50% and never higher then that. I cant get everything out of my card:( . can someone please tell me what the problem is? i really want to figure it out because this card costs a lot of money!
my specs are:

PSU: corsair GS 700 80+ 700 watt
MOBO:asus F1A-55MLE
APU: amd A-3870 clocked to 3.3 ghz
GPU: sapphire R9 280X toxic edition
2x Kingston 1333 mhz 4GB (8GB in total)

I used HWin64 to see my cpu usage in game and it was 60 % so it cant be a bottleneck, I cant find the answeres so I really hope someones has an answer for me!

I appolagize for my english, I am from the Netherlands and still learning the language.

It's because of your CPU, that's a horribly underpowered CPU for the 280x and high/ultra settings in games.

Are you using the newest drivers?

What frame rates do you get if you drop settings?

Its your CPU man. You really need to upgrade your mobo/cpu to get the full potential out of that card.

I use the newest drivers and if i drop settings i get 10-15 fps more.

But the cpu doesnt use 100% while gaming. How can it be my cou then, it is only a bottleneck when the cpu use 100% and the gpu much lower right? Sorry i dont know much about computers

Wait are you getting these FPS while playing single player or is this multiplayer? Single player you should get pretty decent FPS with that CPU... Multiplayer on the other hand you are going to see a lot of low FPS spikes.

Wait are you getting these FPS while playing single player or is this multiplayer? Single player you should get pretty decent FPS with that CPU... Multiplayer on the other hand you are going to see a lot of low FPS spikes.

In single player i get between 30 and 40 but in MP i have 20-25 fps

My guess is its your CPU. But if you want to test your card and compare it with what other people are seeing you can run something like this :
http://www.ozone3d.net/benchmarks/fur/
Make sure your card is running as it should. Also make sure you have the latest drivers.
Use the settings they use here so you can compare

You should get a score somewhere in the 3000-3500+ range.

That's an APU (AMD A series are not CPU),just buy an AMD Phenom II X4 980 and a Compatible MOBO

In Youtube Videos,They Use DDR3-2133 mhz/DDR3-2400 mhz, Rams So They Get High FPS

the speed of your RAM does not make a different in gaming FPS, it has some advantages but I watched a video of linus tech tips and they tested 8 gigs of 800 mhz, 1333 mhz 1600, 1866,2100 and 2400 and with the 2400 you get the same amount of fps compared to the 1333 mhz.

When using an APU, the GPU chip in it uses the system RAM for VRAM. Having faster RAM does, in fact, greatly impact gaming performance.

Faster RAM only helps in this situation, as well as doing video/photo editing, but in the case of using a dedicated GPU for gaming, you're right, faster memory has minimal performance increase.

A Faster Ram Really Helps in case of APU,Your CpU is a Bottleneck,Just BUY a Good Quad PRocessor(intel if Possible)
