Help with networks and Remote shutdown

I was playing with the remote shutdown -i command in cmd and I tried it on my own i.p which worked fine then i tried it on my brothers pc and now its telling me remote shutdown is not supported on the target computer. I have done some research and found out that we need to be on the same network for the remote shutdown to work but i thought since we use the same modem which gives us internet that we are on the same network.(I couldn't ping his i.p). Any suggestions?

I applaud your desire to learn (with the proviso that you should be very careful what you do with remote computers - unauthorised access carries heavy penalties under most countries' laws and a conviction for such would be a blight on your future career prospects) and would like to suggest a wonderful resource that can help you research this sort of question:

Dont be a troll and shutdown peoples PC's while they are doing stuff?
His operating systems firewall is most likely preventing you from pinging him and running those commands, you also need an administrator account on his machine to run the shutdown command, being an administrator on your own machine doesn't do anything for this.

kinda trying to learn how remote shutdown as well as people remote controlling my computer (I.e my internet service provider help). Also to learn how having a network works and why i dont have a network already and cant ping my brothers computer since we are using the same internet. does that answer your question ?

i would kinda like you to go into more detail in how it can be done but from what i hear is i should disable his firewall and antivirus as well as give me administrative permissions? and what does it mean when it sais " remote shutdown is not supported on the target computer."
