So I was originally going to buy a pre built PC from ibuypower because I've never built a PC before. After looking up tutorials on Youtube I'm ready to build the beast on my own, but need help. Price range is around 1000$, I want to be able to play games like BF4, High/Ultra settings near 60fps. Also hopefully being able to mod Skyrim a bunch as well. I'm wanting a high end GPU, GTX 770 possibly? All recommendations welcome.

Yes, i would say the GTX 770 or the R9 280x(if u can find the latter at a decent price, they are very inflated in price at the moment)
Now i would like to ask u some thing if u dont mind:
-Do u want to overclock your CPU?
-Do u have AMD or Intel preference on CPU's? AMD/Nvidea preference on GPU's?
-Do u have an OS, monitor, keyboard and mouse already?
-Do u have any case in mind?
-Do u do any kind of 3d rendering, video editing etc?

I might consider overclocking in the future
Prefer an Intel CPU
As for the GPU I have no idea
I have an OS, do not have monitor, keyboard, mouse
No particular case in mind
Just 1080p gaming/entertainment

http://pcpartpicker.com/p/2Bj1X well then check this, since its just for gaming 8gb of ram will do fine, also if u have any preference u can get the GTX 770 by MSI, Asus or EVGA and they are all good
Now the case is a HAF (High airflow) so it should be excellent at cooling and the PSU is 80+ gold so its very efficient
I am not sure u want an SSD, some people do some people dont but a 120gb SSD will run you for another 80dollars, its up to u if u want to find a way to fit it in your budget. let me know what u think

I left out a mouse too since I generally use either fancy ones or crappy free office ones until I can get a fancy one, so I wouldn't know how to recommend a budget mouse :\

managed to fit a 770 in here also, but had to downgrade the processor a bit, still a strong processor though, and when getting into the newer i5's they're all decently strong so GPU is more important at this point.

Well mate i thought when i put my suggest build here i was waiting for teh OP's opinions on pricing as well, now i am not sure if OP wants a build WITH monitor and keyboard or if he just mean the PC it self, but if he wants the peripherals ill say go with Lmaonade's build ,its still pretty good, cheers on fiting a GTX 770 in there mate :)
