CPU Idle temp

Just a quick question, sorry if it has been asked before. I am fairly new to the computer world having built my rig only two months ago. I was just wondering why my I7-920 (which is not being OC'd) is running at a much higher temperature when it is idle, then when it is under stress. My idle temperature is 55-62 degrees Celsius. The temperature when gaming or running a stress test is around 30-50 degrees Celsius. I play games like BF4 and Rome 2 on high to ultra settings. Being new to the PC world I was just curious whether or not this is an issue with my CPU.

It is the stock fan and heat sink.

My friend had helped me setup my pc. He changed some of the things in the bios. One of them was the setting to run the cpu fan at 100% at all times. I have changed this to the regular setting but the cpu is still idling at the same temp. I have noticed that when I launch a game or any software that stresses my CPU the voltage will change, the CPU will then drop 15-25 degrees.
FYI fan is running at half the RPMs 1050 instead of 1880.
