GPU fans won't start.

Can't seem to get my GPU fans to start. Oddly enough I can get them to work in afterburner by setting the fan speeds to 100% in manual mode, no other percentage will get them to turn on. I can however (after forcing the fans to 100%) switch back to auto mode where now only one fan will run. Only for a short period of time though and to whatever AB suggest they should run at. Another bit I'm confused about, both fans should be running, regardless of fan speed/settings right? I should also mention when I first boot up the fans hesitate slightly as if they want to start but just don't. This all started after I cleaned my computer. Not sure what's going on here, but I'd like to get this sorted without going the RMA route. Any and all help would be greatly appreciated!

My GPU is indeed putting out video with no fans turning. I've removed my GPU, reseated it and I've also tried my other PCI-E slot, neither made a difference. Power connections are good even the connections to the fan on the GPU. As for cleaning, pretty much it was a complete tear down, air dusted most of what I could and besides that I used a little isopropyl alcohol on the PCB of the GPU and a little bit for the motherboard.

Do you think my problem could be my BIOS update I did not to long ago? I've read on another forum about a user with the same issue, everyone suggested it was the BIOS update he did and that he should re-install windows. He never did come back with the results but it seems like something, sort of. I did my BIOS update about a month ago, upgraded to Win 8.1 and today was the first time that graphics card has been moved from that PCI-E slot since the update. You think a re-install could solve this?

I updated the BIOS on the motherboard, I did not alter/change the GPU BIOS in any way. Other then testing the GPU in a different machine, anything else I could check for?

No way of testing, my only other desktop machine has a PCI x8 slot. As of now I've re-installed windows, updated to the most current motherboard BIOS and I also re-flashed the same BIOS my GPU had prior and still nothing. I only found two other BIOS for my GPU but they are far to old, even worth a try?
Besides this I now can get 1 fan to stay on consistently by forcing it through CCC. The other fan only comes on when its set 82% or higher, still not even sure if both fans should be working all the time. So now that the fan is forced through CCC, sometimes when I boot up 1 fan will spin on start up, not all the time though. So at this point I'm afraid if I RMA the problem will still persist, seems the GPU and fans are fine, just something is preventing them from working without using software. I wish I had another machine to test the card, so I can be more definitive about what to do. As of now, still plays games great.
 
Hello... You can put the card in the X8 slot... give it a try, this will determine if the problem is the card for sure... Then a RMA can be started.
I Don't know whether both should be running or not... Try another Post with your Brand Model " Should both fans be Turning?"
