CPU is making a whine/buzz noise.

I have a A10-5800k not overclocked. When i run in Ubuntu all is well. If i switch to Windows the CPU makes a certain noise humm buzz when idle. If there is a load on the CPU the noise will tend to go away until it idles down a bit. I've tried every possible BIOS config that deals with CPU throttling and temperature controlling, But it only happens in Windows. There isn't even the slightest hint of a noise when running Ubuntu or Linux based OS.

Yes the noise is coming from the CPU.

I wonder if it might be the PWM circuits.

If the fan can operate on different voltages without a problem, bad could be whenever the PWM function is being using that is what caused the noise. Cougar fans are kind of notorious for this, and that is how I found this out.

Its that area yes. But as far as being loose, its not. It doesn't make any noise until windows has completely loaded and gone idle. So it's not so much a physical resonating more along the lines of something OS related.
