Graphics card or CPU fan clicking

It is temp regulated so it could be ether but in browsing circumstances it rattles, sometimes quiet sometimes loud, what should I do?
- EVGA cooler on new gtx 770
- stock i5 4670k cooler
 
Solution
You need to take the cover off your system. When the clicking/ticking is happening you need to isolate the component where the sound is originating from.

If you take an empty cardboard tube, like the one from a paper towel roll or aluminum foil roll, or plastic wrap roll, etc., and place one end against your ear while moving the other end around inside your case you should be able to determine where the clicking sound is the loudest. That should be the offending component.
