CPU fan is always at 100%

First of all let me state my system
FX-8150
Crosshair V formula
sapphire 7970 ghz OCed to 1.2ghz
corsair 650D
XIGMATEK Dark Knight II
64Gb SSD
1TB WD black @7200
500gb Velociraptor @ 10,000

So my problem is that after I upgraded my heatsink fan from stock it will always run at 2200rpm which is its max speed and its loud af. In the bios even when I set the fan speed to silent it still runs at max. How can I fix the fan running at max with out using speed fan which is what I'm having to do now.
It is baffling to me that the OEM fan wasn't running at full but the new fan is. Any help will be greatly appricated

as listed in my HW specs Its a Xigmatek dark knight II The max is 2200 rpm and the min is 0.

Nah man I ran cables to the outside of my case and plugged them into a dc inverter which was plugged into the wall socket. Is that not what I was supposed to do?
Yes of course I plugged it into the cpu fan header.
