Weird Network Problem - Huge Utilization for no reason. Shaw

Internet - Shaw High Speed Extreme 25mb/s down 2.5mb/s upload.

Starting 3 days ago My internet struggles to even run youtube. 240p videos are causing my network utilization to spike up to 10-15% sometimes even 25% which means that it's using 10mbs to load 240p videos. Download speeds are still normal but using any kind of program that uses the internet causes incredible amounts of network utilization.

I tried booting in safe mode with networking and also nothing changed, I then reformatted and installed a fresh OS W7 Ultimate 64 bit and still nothing changed. I tried plugging my rig into the modem directly with the router not involved and the results never changed. I cannot play any online games either because it just lags and I d/c without it even saying that I did. No other computers in the house or on my wifi network.

Ping test shows extreme instability in the connection. 51 jitter. In the past couple years I've never seen 1 jitter in my network before.(Possible line connection issue somewhere?) - Happened after 120km/h wind storm one day.

The funny thing is that everything looks right. How old is your setup? My old SSD would lag if it was first-2nd gens. Older cpus don't like newer programs that are threaded much.

Just built a brand new rig same issue on it too, no idea what to do. Also look at how it acts when I watch streams now, before it would be like 0% to 0.25% on streams now it just spikes up and down constantly lol i dunno.

Do you have this problem only when streaming or playing games? These activities both use UDP, and your packets might not actually be making it to the destination, or vice versa. Also is that upload speed typical for your area? It seems very low.
 
You have one of the better documented post I have seen in a while here.

The resource monitor one is very telling. It very clearly shows a single session to 74.125.5.74 is using 10mbit/sec. This actually means your network and your PC and everything are working fine. It has to be something with the player or maybe something with the site. If you had multiple streams to multiple sites then I would say malware or some advertising stuff or something but this is a single stream of data so it has to the be data you are watching. Almost impossible to tell why it is so large. I use youtube very little so I am not up on new features they offer. It could easily be something silly like they detect your connection speed and try to send the highest possible video quality they can

I would try to find another streaming site maybe hulu or another non youtube type of video and see what happens.

I agree, I have read the Shaw forums and many people are complaining about this issue and Shaw said they are currently collecting data to try and resolve the issue. I do not currently believe it can possibly be anything on my end.

This problem occurs when ANY amount of internet is being used. I could sit at my desktop with everything closed completely and it will sit at 0%, If I open google it will spike and try to use 5mb/s to load google. Upload speed is higher than usual. 2.5mb/s is average.
