Issue with recognizing graphics cards

Hi guys, I have been trying to make this work for 2 weeks but I'm not having any luck.

I'm running R9 280x sapphire cards on a MSI Z77A GD65 mother board. Firstly, I'm having trouble getting windows to recognise the board. When I plug it into the PCI slot, the fan on the card spins, but for some reason, Windows does not detect the hardware. Even when I roll-back the onboard graphics, it just reinstalls it everytime I restart. Also, the other problem is when I go to install the Catalyst software, it just mysteriously says that it was installed it, but when I go to install directly, it is not there. I am lost and very disappointed. I'm running Windows 8.1 64bit. Any help would be great!!

Could be a bad card. Just cause the fan spins up doesn't mean the card isn't bad. It's just getting power to a fan that's always on. As far as Windows 8.1 I can't really offer any suggestions on the drivers as I don't use Windows 8
