Mouse can't move but clickable

Yesterday after having been away from keyboard to do something, the mouse can no longer move when I came back. The light is still on and it can still click. It just strangely doesn't move and plugging it into other usb ports doesn't help at all. When used on another laptop, it worked perfectly. What's the problem? Can suggest ways to settle this in a detailed way?Thank you!

PS: Sometimes when surfing the net, my laptop screen will freeze and I can't do anything like moving the cursor. I have to wait for about 20 secs for it to return normal. I wonder if this has to do with the existing problem?

Try another mouse on your desktop machine. If it works, pitch the other one. If not, do a virus scan. There may be a virus eating up you processor cycles. If mouse isn't the problem and no virus it may be a motherboard problem. Pull the cover, blow out all dust, etc., remove and re-seat all of the cards and connectors, and try again.
