I have Windows 8 installed on a SSD and all of my games and applications installed on a secondary hard drive.
If I reformat my SSD and reinstall windows, will that then require me to reinstall all of my games and applications on my secondary hard drive too?

Yes. The registry in the new OS will not know anything about them.
Steam games 'might' be OK, but anything else will need to be reinstalled.
