AMD 8350 performance drops when stressed

When I am streaming and playing games, my computer runs smooth but randomly for about 3 seconds my CPU gets like 90% load and the temperature and fan speed drops, it's like the CPU just stops trying and let's load build up as it cools... I'm wondering if it's damaged or if it's just trying to cool itself... Thanks in advance
I have tried different games and streaming software too
I haven't seen it get above 65 C

FULL specs? PSU included.
Also check your temps under load. As in RECORD the temps, do not trust what you see.
We need as much info as possible to help you?

that's very very high temp assuming you're on the stock clocks? stock cooling unit?
Do you have a custom cooling profile setup in BIOS or AMD overclock tool?

i'd repaste your cooling unit and then go from there...

What RAM?
What chassis wiht what fans?

Need your temps?

COOLER MASTER RS-550-ACLY 550W Power Supply
20c Idle, 50-60c playing games. around 60-65c streaming
Dont really know what the fans on the case are, there are 3 though.
