Is there anyway people could make a pci card that is the cell processor and the ps3 gpu on a card so that a pc could be used play ps3 games. if its possible how would one start on making such a card or finding someone to do if your you. If someone were to figure this out would it be legal to sell it? (I assume not)

Probably not, to all your questions. Aside from the fact you would need the drivers for it (which, would be proprietary to Sony, and they aren't going to give that up) you're basically asking to store an entire second computer on the PCI bus. Even if this was theoretically possible to put the PS3 as a PCI card, you'd pay more for that then you would the PS3 at that point.
