Unable to go full graphics with an HD 7950?

I use to have a Sapphire HD 7850 which had no trouble running Diablo 3 at full graphics, hell I could run any game I had at full graphics, and this was earlier 2013. Due to a static shock, I accidentally killed my GPU, decided to upgrade a bit and got the Sapphire HD 7950.
For a while it was running perfectly, even ran Crysis 2 at the highest graphics with no issue.

In the past week however I realized I can't have Diablo 3 set at full graphics anymore without some lag, right now everything is set at high/medium and occasionally if there is a lot going on it'll lag a bit.

At first I thought it was because I was running an i5-3470 and that maybe I was killing it doing what I was doing, so I decided to run hardware monitors on one screen and diablo 3 on the other. Turns out it was my video card that is having trouble performing.

Anyone have any idea why it's running like this? The only think really overclocked at all is my CPU which is only at 3.8ghz. Below is a link of a screen shot of the monitors at game.

Well my R9 270x idles at around 300mhz when in idle so I'm not sure why it is idling so high. It doesnt mean it's being used, it just is still working at a higher level when it should be idling. Just to confirm you have the latest update of catalyst installed as well?

I didn't but I've had this new card since last August and it has been working perfectly until now. I've tried re-installing new drivers and even overclocking it but it's running as if it's a 7770 at best.

Well if you haven't changed anything in your system and it just begun to under preform the card is probably faulty. It has the right clock speeds, and the temperature is a-ok so I would probably try it in another system to see how it preforms. If it still under preforms just get in contact with the manufacturer and get them to send you out a new one.

I also recently noticed on idle something that I haven't been able to figure out is using more than half of my GPUs core and memory clock yet it's saying it has a 0% load.
Does this mean it's not being used or is being used in idle?
