When was the last time you cleaned the dust out of that heatsink?

If the answer starts with "uhhhhh...." open it up, remove the fan from the heatsink and either blow the dust out or slide a toothpick between the fins and remove the large chunks of dust that way.

Your fan is likely sufficient for what it needs to do, it is likely just full of dust so the heatsink has less effective surface area right now.
