New build - not booting, fans and power supply not spinning.

Hi, we decided to do an out of case start. We set the motherboard out with the processor in, ram in and power supply connected. We then attached the cases startup cables and clicked startup however the PSU nor the CPU fan booted up. We tried rep lugging everything back in and on removal of the CPU fan the thermal paste has melted down onto the CPU. No other parts have been connected.

So basically any idea why it is not booting despite the LED on the motherboard being on?

Specs are:
Intel i5 4560k
Asus z87k
8 gb corsair vengeance ram
430w corsair modular cx430

Nothing else plugged in yet.
