NOTE: I Don't need a HDD or a optical drive I can salvage them from my old setup.

I would say that the intel build is better. They have consistently benchmarked better in games for a number of years. When games become more able to capitalize on the 8 core cpus, then the AMD will be better.
As for the 2gb vs the 4gb cards, there are a few games that use over 2g of video memory(Skyrim can with a lot of mods, BF4 is said to use more, though I personally don't play it) With the 4gb card, you'll be slightly more future proof, but most games dont need the extra VRam. It pretty much boils down to whether its worth it to you to spend the extra 70 bucks or so, with a chance you wont have to upgrade quite as soon.

That power supply is a seasonic, one of the best in the business, and the gtx 770 benchmarks better than the r9 280x, and costs less.

nothing wrong at all with antec power supplies lol... their worst budget models like the neoeco fully meet all specs and are middle of the road solid power supplies.

instead of the 8350 just go with the 8320 which is just clocked slower and you can overclock it yourself. your going to need at least a $30 cooler master hyper 212 evo to go with either the intel or amd build anyways so you can get into the 4.4ghz range on either cpu.

right now the 8320 $139.99 after promo code EMCPWWD22 at newegg.....

with all that saved money you should get a better gpu than the 270x. the unlocked 4 core intel is only slightly faster than the unlocked 8 core amd cpu. for gaming only save the extra money and get a gtx770 for around $330 and the 8320 for $140, or the 280x but they are overpriced right now because of bitcoin/litecoin mining.

I apologize, for some reason i assumed the 4g card you were talking about was a gtx 770, I would get that over any AMD card at the moment, if you can get it into your budget. So, i would agree with Nikoli, get an 8320/gtx 770 combo, you'll be happy with the results
