FX-8350 really hot

OK so heres my issue, I am on the stock fan, Saving for a cooler, and I have serious heat issues when I got my new mobo (Went from a GA-970A-UD3 to a GA-990FXA-UD3) I idle around 28c but as soon as ANY thing from Minecraft to CSGO to BF4 my temps SKYROCKET to around 69-70c
It is unplayable (dont wanna F me cpu up). I have a Corsair Carbide 500R with 1x200mm side fan
2x120mm front those are blowing in to the case, then I have 1x120mm back blowing out and the two top 120mms blowing out aswell, it is not inclosed at all.

ok is it possible that you can check you can run your computer at load for a bit, shut it down and open it. touch the heat sink. if there is no warmth, or if it is like a frying pan it is possibly something wrong in how you had installed your fan.

I have done it before, It read 70c and so I shut down, and I could feel the head coming from it. My fan is on right, I can assure you that, Someone with an A+ should know how to use a fan right :p

Jesus hopefully your chip would be fried within a couple days haha, but both CPUID and Speccy say that, I thought it was a possibility of a broken sensor, but I don't believe so. And I can kinda tell that it is my chip because while playing a game after a bit (~10min) i start to stutter I check my temps and I am around 70

the only other thing i can think of is to restart and enter into your motherboard bios and check to see if the CPU fan speed is capped or if your motherboard has some sort of quite or power saving feature turned on
