PC is underperforming, need help.

Hello,

my PC has been under performing in many games overall. I'm not sure why but if anyone can help that'd be great ;)
Yes I have enabled SLI in Control Panel.
Yes I have swapped the SLI Bridge.
On BF4 I can't get higher than 60 FPS on Ultra and FPS won't change even if I switch to low.
FPS is locked at 120FPS and I even hit under 40 FPS.

Setup:
AMD FX-9370 4.4GHz
GTX 770(x2)
8GB Corsair Vengeance DDR3 1866MHz
2TB WD Caviar Blue HDD
Asetek 570 CPU Cooler
Asus Sabertooth 990FX R2.0 MOBO

Yeah I have V-Sync off, I have a BenQ xl2720t so I locked fps at 120 and I have and on CS:GO I am stuck on 80-120 which isn't as good as its supposed to be

Tried it before and both work fine, it's only until I put them into SLI they screw up.
 
Typically don't lock the fps if you are trying to get the most out of your cards, yes this can cause screen tearing, but try to make sure you are at least getting the right level of performance before doing things like that. so like i said, try each card individually, or open 2 gpu-z's and make sure one card is not simply not being used for some odd reason which would either be a gpu issue, a motherboard pci slot issue, or the least likely, a power supply issue (for these two cards a minimum of a quality 850 watt power supply would be recommended)

I opened up MSI Afterburner, selected GPU 1, and everything is set at +0, is that supposed to look like that. Both cards too.

yeah, all these things are is overclocking sliders. don't touch them until you have everything working right and have decided to overclock, or not. go into settings and you can find the OSD (on screen display) monitoring settings, and from there you can setup the osd to display anything you want and it will all show up in purple lettering while playing a game to let you know exactly what your system is doing

Ok, should I pull the Core Voltage up? Since it's at 0

Alright, I got the monitor thing up. Now what should I mainly look for memory clock and core clock on both GPU's?
