Bad mobo or bad CPU?

Hey all. I'm putting together a new build and while testing the CPU and mobo before installing I'm getting nothing. There were no bent pins and all components and cables are seated correctly and fully. I've gone through all suggested troubleshooting procedures with always identical results. (Including the "perform these steps before posting" thread)
With everything connected to the psu all fans and drives power up and you have 12v on the CPU connector so I ruled it out for now.
I have the mobo on the anti-static bag on the box with CPU, CPU cooler, ram, psu, speaker, monitor (tried VGA and HDMI), and case power switch hooked up. Fan comes on but no beeps and nothing on the screen. Through all the troubleshooting procedures this was the result.
Unless I pull the ram. Then I get three long beeps. I've tried all possible configurations for ram with what I have and all the sticks are new.
While I'm not a veteran builder I'm no noob. You can assume I'm technically literate.

Intel i5-4670 with stock cooler (for now)
Msi z87-g43
Corsair vengeance LP 8x1, or corsair vengeance 8x2 (not LP)
Corsair tx650 enthusiast series

Thanks for the timely response and sorry about the delay in getting back. After writing that I got mad and tore the whole thing apart, inspected, and reassembled it for another bench test. While I agreed with neon about the bad mobo, I read spooky's response and plugged in the keyboards usb stick. I turned it on and it passed post and booted to bios. I got everything set up and finished the build and all software installs without further issue. All I did different was plug in the stupid keyboard. I have an MSI GTX 760 and overall the system is tearing it up. The two games I've loaded so far have been max settings and staying nice and cool. Thanks.
