There is something what we call, a reference card. A reference card is a video card that has stock speeds and adequate cooling that is similar to what you see on the GeForce website. For Marketing purposes, card manufacturers overclock their cards apart from the reference card so that people will buy it. Often times, they put a better cooler as well ex: EVGA Acx Cooler, Gigabyte Windforce, Asus Directcu ii, and etc. If a card from a manufacturer is overclocked, it is most likely that is has sufficient cooling. What I mean by that is as long as you don't touch their OC settings, the card will handle itself at 100% load.
