We really wouldn't know unless you try. The max speed that a CPU can get will depend on each person. Some chips are better binned, and some countries have cooler climate. So it would differ from person to person. You could try reaching the 4ghz mark by increasing the clock speed 100mhz at a time and observing its voltage and temp.

Already at 4.0Ghz thats the turbo core...

He means 4.0Ghz without turbo core. Because when it reaches max turbo mode only 4 cores are working.

Yes I have all cores locked at 4.0Ghz not 4 but all 8... setting are applied on boot.

That's a good thing. How is your temp and voltage? If the temp is still good and the voltage still hasn't changed, you could try to overclock a little more until you reach your CPU's "sweet spot".

When using Prime95 it's best to let it run a few hours or more or you can use Intelburn test which is a lot faster at finding instability. Either way i suggest you run Prime95 for several hours and at least a run or two of intelburn test.
