Stock GPU throttling??!

I have a galaxy gt 640 but for some reason i run in kombuster it says im throttling -614 mhz. Not overclocked or anything. Temps are under 62C.

Power supply is 380 watt
12v + is 18.0 amps
CPU is fx 6300.

The card uses pcie 3.0 but i think my motherboard is pcie 2.0. could that be the problem?
 
Solution
If your PSU only has a single 18A (+12V) rail, I would consider upgrading to a better PSU. Then try it again. If the issue still exists, I would RMA the card if possible.

While not very demanding, that is still more than 5.4 amps on the +12V rail. Add to that the FX-6300 @ 95W (~8 amps), plus drives fans, etc. and you are nearing the capacity of your PSU's capability. The +12V rail may be experiencing a voltage drop, thereby causing the card to throttle back its output.

right when you run kombuster i get the rotating donut and on the far right it says:
core: 940 mhz
GPU throttling:: -614 mhz
mem: 891
vddc: 1.012 v

i tried to attach an image but i guess i'm not doing it right or just dont know how. but Furmark same results. says throttling immediately after the core speed
