This will include a OS and a monitor. I ask it to be able to run high end games like Tera with no problems. I will probably use it to multitask too.

Good luck with that.....a decent monitor will be a minimum of $100 and the same for an OS, leaving you only ~$600 for the build. A system could be built for that price, but I don't believe you will get the high-end gaming performance you desire. I assume you already have keyboard, mouse, speakers/headphones?
