Thats a tight budget including os. Unfortunately at that budget I'm not the right guy to be able to help you much. I would recommend watching some $500-600 budget builds on youtube to get some ideas. techyescity has quite a few, linustechtips did one recently. Good luck

I modified scooby's build:
-I wouldn't go for the FX-4100. It's based off the Bulldozer architecture which was terrible. Even the older Phenoms were better than Bulldozer processors.
-Cheaper gpu, same performance.
-Added in a case.
-Semi-modular version of the psu.

I would need a case still though right? The OS doesn't necessarily need to be in the budget i can get that elsewhere.

The fm 2 chip is a fine cpu but your locked into the fm 2 socket there is no upgrade unless you buy a fm2+ board the highest fm 2 chip is the 6800 k.. Now we have kaveri chips that are fm2+ sockets and I am sure amd will bring another socket after that because they have 3 apus sockets now in such a short time fm1 fm2 and fm2+ the chips was liano, trinity,richland,now kaveri something to think about.

I like but says there may be a problem being compatible, says i would have to update bios prior to using the cpu, how difficult is that?
 
It says that, but I doubt you'll need to. Vishera processors were released quite a while ago. Once they were released, all motherboard manufacturers updated the BIOs on their motherboards to support Vishera out of the box before shipping them out to retailers. Only the old motherboards that were in the back room for a really long time would need a bios update, though I doubt they still have any of those.
