how to delete 'all' files from my portable hard drive

I recently had many issues with my WD passport 1 TB external hard drive.
It worked fine when it was bought. It was not used for some time maybe a month, and when I connected it to my windows 7, it showed me that I need to format the disc. After consideration, I thought that formatting would not be so bad because it had only movies(mostly). When I clicked format, it said format couldnot be done. I tried it for some weeks, still it would say need to format, but woud not format, and then I left it. Now after three months, when I plugged it it said couldnot format two times and in the third time, it worked AMAZING :), but then when I saw the properties, it said USED: 30 gb. When I went in and saw, it had nothing, not even hidden files.

Is the fault of the hard drive?
Is there any way to recover the 30 gb?
Did the earlier fault leave its mark?

I would have tried to remove the partition using something like minitool partition wizard, then try to recreate it and see what the outcome is. If it still fails to format or create partitions it sounds like the hard drive may be on its way out.

Would be tempted to take the drive back and get it replaced.
