For what usage? Generally the i5 will be better since it's a true quadcore, I believe that i3 is a dual core with 2 virtual cores which are weaker.

Like Jook-D said, it depends on what you are doing. If it's just for a home theater box that will just play movies then the i3 would be better since it will likely be way more than sufficient and use less power. If you are trying to do 3D renders or transcode your whole movie collection then the i5 would be better because it's a tru quad core and the work load is easy to spread out.

Why not go for i5-4440 from Haswell family? It is equivalent to i5-3450 and i5-3470 (sort of in between them) from Ivy Bridge family. It's January 2014 now so why consider even the previous generation CPUs?

I have i5 3470 but i wanted to know is i3 4130 better than my cpu but my cpu much better then i3

Ofcourse, no i3 is better than an i5. An i5 is a REAL four-core processor, while all i3s are dual core with 2 threads on every core, this making 2x2=4 cores, theoretically, but they're actually threads.
