GeForce 650 vs 560 ti for COD Ghost

I have two PCs

PC-A
1. i3-3220
2. GeForce 650
3. SSD 128Gb
4. 8Gb RAM

PC-B
1. i5-3450K
2. GeForce 560 ti
3. SSD 240Gb
4. 8Gb RAM

In Ghost (one lags, not the other)

PC-A gets max settings @ 1280x720, steady 60++ FPS, no stuttering.
PC-B gets medium settings @ 1280x720, non-steady 50 FPS often drops to 10-15, with audio stuttering (hitching)

??? 650 better than 560 ti?

that's because it is 2x faster than the 650, raw hardware power wise at least, and PCIe speed shouldn't matter, 2.0 can fully utilize both cards.

the ultimate textures options is probably a feature of the newer 600 series (I could be wrong about this), other than that I'm really not sure, you could run some GPU benchmark tests on both computers and see what you get, if the 560Ti scores lower than the 650 then there might be something wrong with that card or that PC in general.
Try Heaven and 3DMark 11 and see what you get, will take some time

Oh.. But i'trying to under stand why the 650 is better than the 560ti. According to benchmarks on the web, the 560ti is supposed to be twice as fast...

Both are new, although the one in PC-A (the 650) is sealed, so I can't swap parts... Could this be related to PCIe speed? In the game, there is also a Ultimate textures options on the 650 which I can't get onto the 560ti... Is there any user guides or documentation for this?

Yes do what lmaonade200 said,
Run some synthetic benchmarks on both the cards.
The 560 ti should win here.
If not, then something's wrong with the card or the corresponding PC.

If yes, then something's wrong with the game settings or the game is buggy.
Or maybe something's wrong with the 560ti + cod ghosts combination.
In that case check google for other 560 ti owners having issues with Ghosts
