how many wats does it take to overclock an i7 4770k to 4.5ghz

HWMonitor should show the CPU Watts under Powers/CPU. Stress your CPU and check the watts consumed. Then estimate the % difference from stock to 4.5GHZ. Use that for a guessitmate of the added watts it would consume.

I don't have the cpu yet I just don't want to go over board on the power supply

At stock it is a 84W processor maxed out.
It will depend on how high you have to take your Vcore. I'd estimate no more than 115W - 120W when maxed out at 100% when you O/C to 4.5GHZ.
