need help with my gigabyte GV-R775OC-2GI

So i was playing a game with my pc and then my pc shuts down when i try to turn it on again, it gives me a black screen. I checked my monitor and it was fine. I opened my case and finds that my vga card fan is not spinning i tried to pull the card out and put it back but its still not working. Can i fix it? If not, can anyone suggest a good graphic card that cost less than $200
My pc specs :
Intel core i3 3100 2nd gen
Ecs h61 h2 m2
500 gb seagate hdd
450 watt psu
 
might not be the card. Since the fans aren't spinning it could be the motherboard or power supply. If your motherboard has a video out put try using that without the card plugged in and see if you get anything. If you have another graphics card around plug it in and see if it works. If you do have an old computer around, just take the power supply and only plug in the motherboard and cpu plugs and see if you can get anything from that.

tried plugging my monitor to my motherboard then i got something on my monitor using the onboard vga but i cant play any games i have on my pc

my vga card dont need an external power it only needs power from the pci slot so its either the card or my motherboard's pci slot. i havent tried another vga. i do have another psu but its a 300w psu which isn't enough for the card

i tried putting the vga to a friends pc with better specs but still no display
i tried other vga on my pc and my pc works therefore i think its the vga card
