can't control chassis fan speed

I just got a as rock z87 pro3 and a cool master sickle 120 (model R4-C2R-20AC-GP). I can't seem to adjust the fans speed. I slow the fan in the bios or in the asrock software in windows but it stays full speed 2000rpm. Are these fans not able to rotate slower?
 
Solution
The Cooler Master SickleFlow 120 2000 RPM is a 3-pin fan. The speed cannot be controlled by the motherboard through the 4-pin PWM "SYS_FAN" connector. Even though the 3-pin on the fan will fit the 4-pin on the motherboard, the lack of the 4th wire meant the fan speed cannot be controlled automatically. It will report the speed through the yellow wire to the motherboard that says '"2000 RPM" (+-10%).
