Unsolvable 0x80070057 Error with OS Install

Hey guys. So let me start by saying i've been at a loss for over a month now and ANY help is appreciated.

So i made a custom build. It worked great for 3 months, then my Hard drive capacitor started dying. I RMA'd it and got a reconditioned one from WD. When i connected the new drive and tried to install windows 7 i got this error: "windows could not format a partition on disk 0. The error occurred while preparing the partition selected for installation. error code: 0x80070057."

I tried a few fixes then RMA'd the new drive for another one. The second RMA had the SAME error message. I though this was weird but i RMA'd it again and got a third hard drive, again with the same error.

I have tried deleting all partitions and creating all new ones. I have tried using disk part to manually format the drive. It does not move past 0%. It is as if there is no communication with the hard drive.

I then thought it might be my mobo. A sata controller issue maybe. So i RMA'd that. New mobo, same error.

I have tried 2 sets of sata cables. I have tried installing from a usb stick to see if it was my windows 7 disk. I even tried installing Ubuntu and got the same exact error, again at 0%.

I tried using 1 stick of RAM. I have tried all the different sata ports. I have also tried changing my mobo to IDE instead of ACHI.

At this point i'm thinking it has to be something with the mobo talking to the hard drive, right? Is there some type of driver or something else that could be the cause? But the bios and install disk both see the hard drive.

Nothing has worked and i'm on the verge of scrapping my 800$ build and giving up. Please if you have ANY suggestions please give me them. If you have no ideas then if you could atleast tell me where you think the issue resides (mobo, HDD, me, something else).

Hi, It might be a SATA cable issue, but not sure. Try a different one, if available. Can you just buy a new HDD different brand- let's say Seagate (that you can return in 30 days if not working - check the returning policy) and test?
Try also a different Windows kit, if possible.

I've tried 3 different sets of sata cables. So I don't think it's a sata cable issue.

I have downloaded various Windows 7 iso's as well as my install disk, plus Ubuntu, so that eliminates it being related to my install kit, correct?

My last resort is to either buy a new mobo brand or new hard drive brand. I was leaning towards new mobo, but you suggest hard drive? If I can't find a solution I'll probably end up doing that, it just seems to me there sure be a solution for this issue.
