Is it possible to create dead space on a desktop?

As it says in the title, Is it possible to create dead space on the desktop through the use of a 3rd party program?

I am using a Windows 7/8 PC and I use rainmeter to customize my desktops look. I have attached a picture to help me explain what I am after.
Where the red boxes are shown, I want that part of the desktop to be unaccessible to icons.
The default location for new icons to appear on the desktop is the upper left hand corner or closest too. Is there a way to change that and create dead space?

Is there no such program that can create this?

Well, I download the software, looked at all the videos links, and I cannot find a single thing about what I want to do.
How can this program create the dead space on my desktop?
