What are some good starter programs (like Paint.NET) that are free?

I really love drawing, and I would like to start to take it to another level. I would eventually like to maybe design things for YouTubers, Twitch streamers, etc. I currently have Paint.NET and Gimp 2.0, but that's all I really know about that are free. So what else is there? And please remember that it has to be free because I don't have money to spend on this stuff, especially if I'm not sure I want it to be a career type thing.

Yeah Like Alec Said for free tools gimp is by far the winner(by far i mean miles.... light years) I use gimp and rather enjoy it.

Just a thought if you are any kind of student or educator you can Photoshop CS Significantly cheaper, or at least that's the case here in Aus.
