asus z87pro & i7-4770k, one is bad - how to know?

After 7 months of use, my systems failed to post and the CPU LED is illuminated solid.

I have tried checking for bent pins (No bent pins found).
I have tried multiple Ram configs, and one stick (still no post).
I checked the power supply - works fine.
Tried with and without a separate video card.
I have tried removing the CMOS battery and waiting an hour to re-install and still wont post.

After all I have looked at, I believe it is either the CPU or the Board....Intel says 90% of the time it is the board...wants me to run the CPU on another board ...that I don't have.

So...any test I haven't tried? or do I just start with trying to RMA the board or the CPU? both are only 7 months old.

CPUs are very hard to kill! Therefore the problem may be with the motherboard.
