I have been having issues with playing GTA IV, when I looked online it showed my solution to be going into the properties of the launcher and specifying my available video memory. Great. Finally a solution. Wrong. When I went to my screen resolution and into advanced settings, it says my dedicated video memory is 0mb. I have a Toshiba Satellite S55t-A5237. I do not know much about computers so I'll have to be walked through finding my specific graphics card name.

Solution
I see, you have an integrated Graphics card (Intel HD4600) which, being an integrated one, it doesn't have any dedicated video memory, however, for what you want to do, the Shared video memory should work for your GTAIV fix, to find out how much of shared memory you have:

Right click on your desktop, select Screen resolution, click Advanced settings and select the Adapter tab if it's not selected already. There in the info pane you should see the shared amount.
Download GPU-Z, this program will tell everything about yout video card (http://www.techpowerup.com/gpuz/)

Install it and run it, once the program is open, look at the info in the "name" field, that would be your video card, you will also be able to see how much of dedicated memory it has under "Memory Size" field.
