Can't access harddrive, Stop 0x7b error

My mother's 7 year old computer stopped turning on a couple of weeks ago, so we bought a new computer. I'm trying to get the files from her harddrive by connecting it to my computer, but it gives a Stop 0x7b error and restarts. I have tried start up repair, system restore, and changing to IDE. Could this be because my mother's OS was Vista and mine is 7? I wouldn't think that matters. I am not sure if it is a boot sector virus or if it's even possible to obtain the files.

Makes no difference which version of Windows is on the drive you are copying data from.

More likely the drive has failed, which would explain why the PC stopped working. There is no fix for a failed hard drive.
The user data on it should have been backed up when it was working okay.
