Black screen after attempting to install drivers

I recently found out my computer webcam didn't work after trying to use it for the first time. I used the driver disc, and hit the one click full install -- instructed me to turn Bluetooth and wifi on for a successful installation, so I did. It also noted the computer may restart multiple times during the process.

It was when it got to the third item on the list, out of about 7, that the computer began to restart. The screen is now black with the power still running. Although, there is a light blinking occasionally on the outside of the computer. It's been like this for 2 hours now, and whenever I touch the touchpad, it shows the cursor with a loading symbol and fade away after 4 seconds, centering itself to repeat the process whenever I touch it again regardless of where it was left.

I still have to both the driver and Windows 8.1 CD it included. I brought the computer home just yesterday.

Is my laptop broke? Should I wait it out? Is it because I bought from CyberPower PC?

Yeah then I think you should get a refund... If the camera app is not showing the webcam working then it might be that the webcam is faulty or the driver is faulty.. As you said the driver is not getting installed then I think the webcam has some problem.. Get a refund... As you will use this PC for gaming then I recommend you to get a custom build.. Buy parts and assemble them as your custom build or get a MAINGEAR custom build system or MAINGEAR's laptops... They have high performance-quality system... Checkout their official site...

Which webcam you are having? Is your webcam wireless? Try to install the setup while having Bluetooth and Wifi off... Download your webcam's latest driver from official site... Is your webcam compatible with your Windows 8.1? Which is the third item on the list out of the 7? Can you list all the items? Install you setup while your laptop is plugged with the charger....

It is a built-in webcam at the top of the laptop, and the screen is still black with the blinking icon outside on the case. The last thing I remember from the list was that it was updating something from intel, causing another to pop open, checking for intel updates, eventually restarting. (It restarted while it was checking for updates)
And here is what I bought http://www.bestbuy.com/site/fangbook-evo-17-3-laptop-16gb-memory-1tb-hard-drive/1992006.p?id=1219068205846&skuId=1992006&st=cyberpowerpc&cp=1&lp=13#tab=specifications

See that webcam had its drivers already installed... On start screen there is a tile named Camera... Open it and you will see that it will work... If it does not work then go to control panel and windows updates and click on check for updates... If there is no camera tile then on start screen type camera and you will see that tile... I also do not recommend cyberpower... Actually I do not recommend laptops for gaming... If you want a gaming system I recommend either for a custom build or get a MAINGEAR system...

I performed a windows update before I used the camera. It was about 900MB, and I did a restart. Even the device manage did not have a camera drive, and I did go to the windows 8 panel for the camera and it said something towards me not even having one. I think it wasn't even installed. Regardless, I'm going to get my refund and choose a different brand. It's a shame because at the price, no other laptop had 3GB GPU.

For anyone who ever runes into this problem:
I have fixed it. I drained all the battery from the laptop with the power cell remove by holding down the power button for 60+ secs. Screen loaded and I did a system restore instead of another restart.
