CPU Frequency & ATi tool

Hi, To start with I have a small work PC which is used for presentations and movies.Its specs are as below -

1.AMD A4-5300 APU @ 3.4 Ghz
2.Radeon HD 7480D
3.Gigabyte f2-a55m-ds2 r1.0 Mobo
4.4 gb DDR3 1333 mhz
5.160 gb HDD
6.450 W PSU
7.Win 8 PRO x64

Now the CPU multiplier is set to vary between 7-36 (700 Mhz - 3600 Mhz) and in 8's task manager when doing light browsing or music or videos the least frequency seen is 1.4 Ghz which varies.

Now the problem , everytime Atitool is installed ( 3 times , excluding the first time , the other 2 was by mistake) the frequency alteration vecomes fixed between 3 ghz - 3.6 ghz. Even after the Ati tool is uninstalled the condition remains same unless and untill the machine is formated. I have tried reinstalling the chipset drivers and all.

Note- on a fresh install of OS , the frequency alteration is always at 3 ghz- 3.6 ghz. After installing the drivers the frequency is efficiently optimized. I do not know exactly what driver does this as the DVD has an auto-detect-installer - it automatically detects the software and hardware and installs the necesaries.

Formatting is not always possible. Please help.
