Removing System Reserved partition on separate drive to boot drive?

I have Drive 1 with a System Reserved partition Z (uses 38Mb of its allocated 100Mb) followed by an empty partition.
I have Drive 3 with the boot partition C.
Computer Management describes partition Z as "Healthy (System, Active, Primary Partition)" and partition C as "Healthy (Boot, Page File, Active, Crash Dump, Primary Partition)".

I want to remove Drive 1, which is a bit flaky, but I'm not sure what effect that will have. Although I have Ultimate, I don't intend using BitLocker, which as far as I can tell is the main reason for keeping that partition. I don't know if it's also where the System Restore info is kept, though I doubt it, as it never changes size.

DO NOT REMOVE DRIVE 1!!!. It hold the Boot Manager Code and Boot Configuration Database. Also reserves space for the start-up files required for BitLocker Drive Encryption.
