Can this pc run ps2 at medium settings 60+ fps?
Intel I5 4670k 3.40 Ghz
12 gb ddr5 Ram
1tb Harddrive
Gtx 660 2gb
Windows 7 64 bit

No it should be DDR3 RAM.
And if it is 760 then you wont have any problem playing ps2 on even high settings.
But you didn't tell me the resolution.

Yeah, I made a TYPO... But what do you mean with resolution? You mean windowed mode?

The 760 should run this on max settings no problems...
I have no problems maxed out on my single 7950(game doesn't Xfire well).
PS 2 did have a few recent optimization overhauls...

Also keep in mind that staying above 60 FPS is just about impossible for any rig on any settings..The player count in some battles can cause bottlenecking.

Is it worth buying a gtx 770 or 780 instead of buying the 760? Does it effect the fps?

780 performance is far ahead of 760 and 770.
If you want to game at 1080p with everything maxed out then just go for a 770.
