IPS VS TN monitor HELP urgent

So i got my build all setup and stuff and ive been using my Brother's TV for gaming (Yeah i know it sucks but i didnt have any monitor to set it up with)
Now i am thinking of buying a monitor in the reasonable price range (Dont want somethign over 200 euros unless its Chuck norris' level of amazement) i have been looking at monitors and stuff and my local retailers have good IPS and TN monitors from samsung and HP on display, and i might even be able to get an Asus one, thinking of a 20-24' one
My doubts are:
-What are the difference between IPS and TN? Gaming wise, i dont care about using CAD, sony vegas or any photo editing i just want something for gaming, something that will run games well.
.I have heard about input lagg on IPS monitors being bigger than on TN, can someone please explain what this is? and if its really that big a deal?
-Heard IPS have better colors and TN have fasters speeds but i will be running @1080p and all i want is a 60hz monitor so is the TN's speed relevant here?
-I am not sure this matters but i am used to a laptop (I have a Sony Vaio one)
-Can someone also tell me some things to look at when buying these monitors?
thanks for all your help :) i know a lot about GPU's and CPU's and all that but monitors are a mistery to me

The name of the game is color accuracy, vs. response time. Color accuracy is self explanatory. IPS panels tend to have an advantage here. Response time is the time it takes for a pixel to change from one color to another. And this is where TN panels have the advantage. A slow response time causes ghosting. Ghosting smears a moving object.

How much ghosting bothers a you is a more personal choice. Most competitive gamers exepecially in fast moving games like FPS, and tournament lvl RTS play TN panels win hands down. With most casual players it really doesn't make a difference. Since you only care about gaming I would go with a reputable TN monitor.

If I had to call it, the asus VH series is pound for pound the best monitor you can buy for the money. The VH236h is the monitor they use at the EVO tournament.

Thanks mate! That was just the info i was looking for, yes i am playing a lot of FPSs and fast paced RTS like Rome total war so ghosting for me isnt very welcome
But i was thinking more on the price range of 100-150 euros, i am not a competition gamer so i dont need ULTRA FAST nanosecond response, just dont want blurry stuff on my screen:
