Gtx 660 - Fps problems, low gpu usage in multiple games

Hey everyone,

So i've been having a big issue with this card for a long time now. In almost every game i play (battlefield 3, skyrim, battlefield 4, etc) the fps is very low and gpu usage is all over the place.
When playing battlefield 3, this is the gpu usage:

I have to say, this is while playing on the lowest settings (1080p, although changing the resolution doesn't do much to my fps) and i'm getting on average 50 fps, dropping down to 30 a lot. This is while playing on a 32 man server. My fps should stay at least above 60 at all times with this gpu right?

Temperatures are normal, maximum temperature while playing bf3/bf4 is about ~64C. Power consumption is all over the place too, just like the gpu usage.

Specs:
CPU - i3 2120 (I've been thinking about a possible bottleneck but i read on multiple forums this shouldn't be the case. Also my friend has the same cpu and a 650 ti boost and gets way more fps than me in bf3/bf4.)
GPU - Asus gtx 660 DCUII
RAM: 8gb geil dragon ram
PSU: Corsair builder series cx500w v2

What i've tried:
- Clean windows install, didn't fix anything.
- Games reinstalled.
- Tried literally every driver ever released for this card, every single one of them performs the same.
- Trying a different powersupply from a different pc, still the same problem.
- Putting the GPU in a different pc, still the same problem.

At this point i'm all out of ideas and this is really frustrating. I don't think i can RMA the card seeing how it functions just fine without artifacting w/e, and i doubt the store would give a shit about my fps problems.

Any help or insights could help me alot.

What You use to load GPU? It seems to think it should save power - PerfCapReason is Util, it is like power saving or something. Have You tried something like EVGA precision soft, try to install and look at settings, rise Power Target to 110%, maybe some settings is messed up..

You bought brand new card? Maybe someone modded BIOS...

Using battlefield 3 to load the card. Battlefield 4 yields the same results.
Also, yes i have tried to set power target to 110% in asus gpu tweak. This does nothing for my performance.
I bought the card a year ago, brand new, from the shop. I have never flashed the bios or anything like that.

And it performed like this from the beginning? Or You can't tell for sure? If it just happened one day out of nowhere then RMA is the solution i think :)

Btw try to check if fan is running, maybe it can't spin off for some reason, and while it can't run at higher RPM BIOS drops core MHz.

It started happening all of a sudden. The first few months i had the card it ran flawlessly, i could run high on battlefield 3 with perfectly stable fps. Now i can barely run low.
Both fans are running, as far as i know. I can't really check it because the fans are pointing downwards in the case, so i can't really see it.. :p

Fan speed doesn't seem to increase, but temperatures stay low.. This is with the fan profile set to ''auto''
I'm thinking maybe the temperature sensor on the videocard is somehow broken and it doesn't increase fan speed, resulting in lowering clock speeds and stuff..
As you can see, voltage is all over the place too
