i have brought Foxconn's DigitaLife X38 motherboard. I want to know two major things to build my gaming PC.

1. this M/B says its limit is 8GB. so how much RAM should i installed. because i already have DDR3 4GB. so if i'm going to install VGA card with 2GB or 1 GB Ram is it useful to install 8GB RAM.

2. which VGA card should i choose... within my budget i can go for GT620 630 640

also i'm inted to watch bluray with this PC. ( already i have BD writer and 32" FullHD TV.

please help.

The reason that you only have 3GB usable is because you are using a 32bit OS. To take advantage of 3GB+ you need to purchase a new copy of Windows that is 64Bit for your new PC.
Could you try and look up the PSU so we can be sure it will be able to power the GPU.

1) 4GB should be more than enough to watch movies,do basic computing tasks and most gaming.
2) Watching content - 610/620. For playing games I would recommend atleast a 640. You should look into what friends or colleges have. Maybe get a card of them. Honestly for gaming I would recommend a GTX650 (or higher) or a ATi 7770. However, if you do not want a used card or cannot get into that price range the GT 640 should be more than enough for casual games into the low end gaming spectrum ( ie TF2, Minecraft, probably COD, etc).

Also a few questions for you (plot twist) what PSU are you planning to use and what games are you planning on playing?
