Ubuntu upcoming Long Term Support versions

I am currently using Ubuntu 13.10 Saucy Salamander. I have have heard that Ubuntu 14.04 LTS Trusty Tahr is upcoming on July this year.
(1) Can I upgrade from my currently running version to this easily or would I have to download the Image file direct or by torrent to unmount and install?
(2) Suppose if I have downloaded the upcoming latest version 14.04 LTS now. Can I keep that version and update its other software ignoring their next upgrading versions?
(3) Will the upcoming 14.04 LTS be free to download like its earlier versions? I know, for the earlier versions, whether LTS or short term support, Ubuntu has always provided free download of its operating system.
I have asked this as I do not like to remain on my current 13.10 version and want an LTS version as it has long term security and update support. I can download 12.04 LTS but not doing so as only after a few months the new 14.04 LTS version will be coming, so preferring to download the new version.

When 14.04 is released your update manager will let you know. If you accept, your sole participation, it will download all files needed to upgrade both the system and all the programs you've added from the repository. You may have to reboot for some things in the end.

Be in **NO** hurry to install U_14.04LTS!

NOW is a good time to install U_12.04.xLTS ... one years practice makes Ubuntu-release a good OS. I just replaced-by-upgrade my U_10.04LTS (still supported BTW) with U_12.04 on my legacy AMD965 system. I needed to snag GNOME & reinstall a few proggies, but generally speaking very few glitches in the upgrade effort. The GNOME-3-classic GUI is quite smooth.

Years ago I blundered and upgraded U8.08 --> U_10.04LTS just after release --- a year-of-hell ensued! I clued. Be patient with U_14.04LTS; spend a year learning wave-mechanics or pole-zero analysis. Get a new girlfriend. IBM may have bought Cannonical by then. With a polished Linux-OS product available you may make a robust decision.
