I can't believe a CPU will hit 140 degrees Celsius and not shutdown completely... you're sure the reading is in Celsius? I ask because 140F would be ~60C, which is actually a reasonable temperature.

Download a program like CPUID HWMonitor (my favorite) or CoreTemp and get a reading from that... if everything insists that your CPU is running at 140C, there's a problem, whether it's with the thermal sensor, cooling system, or something else. A faulty thermal probe would cause the system to think it's hotter than it actually is, causing the fans to all power up, but if the bottom of your case is really that hot, it might actually be hitting that temperature.

Give it a good cleaning while you're at it... I can't believe dust would cause so much heat buildup, either, but you never know...
