Not sure if this helps in any way but I'm really just going to be rendering to be images from 3ds max using vray as the engine...no animations really and no flash stuff etc.

I understand this might be a tight budget but please let me know if spending more is going to be much more worth it.

This is great for a rendering/work PC! If you had more quids to spend I'd get a Xeon processor.

Is there much difference between 1600 and 2133 memory speed for rendering?

Thinking of something like this http://uk.pcpartpicker.com/p/2EwNz. All I need its a GPU but I'm not sure if I really need anything good for Vray 3ds image rendering.
 
the 5800 will render better than the gaming oriented cards in your two builds. The 8320 would push about 85% of the 4770's speed with the same gpu. The v5800 will render about 50% faster than a 660. combine that and the 8320+v5800 would be about 130% of the 4771+660.
